The vegetation is the Australian Government and the goats are militant trade union officials. The scene depicts life after a Rudd victory.
It's a relatively calm frenzy, but goats are not a violent lot.
I thought it might have been a bunch of male goats have a pee together, then realized that they were, indeed, having a bit of a munch.
I just see a bunch of goats chowing down on a bush, but there could be more here than meets the eye.
They do look like very nicely kept goats, however, so perhaps not a feral troupe. Although, this could be just my comfy bourgeois bias.
Oh and do bloke goats pee standing up?
Between you and me Caz, I think a couple of those goats certainly look like they are havin' a piss!
